Abstract
Racism, for the purpose of this position paper, is defined as the systematic exclusion of a group of people based on race. Exclusion means the manipulation of policies, procedures, and structures which cause the miseducation of children of color, limiting their ability to participate effectively in the society. Effective participation in society means the ability to acquire gainful employment and provide for social, psychological, and economic needs.
