Abstract
The presenters for this focus group identified and defined the critical issues in our area to develop options for resolving them and to make recommendations for public policy changes that support these resolutions. To meet our goal, we worked from the general to the specific. We first defined nine major points made in the group papers, then condensed those into three major areas. From these three areas we established five strategies and recommendations.
