Abstract
In addressing this topic my thoughts immediately turn to the recent emphasis on school transformation or restructuring. Most professional educators would agree the 1983 Nation At Risk Educational Reform Report placed a great deal of emphasis in furthering academic achievement in American public schools. At the same time, it is generally agreed the Nation At Risk and other educational reform reports of the mid-1980s focused on a top down approach to solving the perceived problems of American education.
