Abstract
Due to a variety of reasons, families have become increasingly mobile. In many cases, the instability and mobility of families contribute significantly to placing the children at risk of school failure and other problem behaviors. This paper addresses this concept and attempts to identify the extent of the problem in Iowa. Possible solutions include assisting the child in making successful transitions to new school and community environments. An important key is to establish continuity of services and programs between families, schools, and community agencies.
