Abstract
High mobility-frequent change of residence and/or school-is an indicator of a child at risk, or potentially at risk. Frequent mobility may be a symptom of conditions that contribute to at-risk behaviors, but the effects of high mobility compound the problems confronting at-risk children. The causes and effects of high mobility of families and children need to be examined to determine what social services need continuity, the most efficient and effective methods of increasing continuity of services, and what deterrents must be removed to provide the continuity.
