Abstract
The need to coordinate services across federally mandated and funded service categories is not new. Often national service priorities may already be addressed by state or local legislation or practice. The federal practice of targeting a specific area for funds to accomplish a specific objective or to fill a specific service void has increased the need for interagency cooperation by creating multiple program and funding streams. Thus similar services for children and families may be available through federal, state or local sources with resultant variation in eligibility criteria.
