Introduction

Abstract

The College of Education at the University of Northern Iowa, through its Institute for Educational Leadership, was pleased to host the invitational working conference described in this monograph. We appreciate the financial assistance of the North Central Regional Educational Laboratory in making it possible for us to conduct the conference. Additional support was provided by the Iowa Department of Education, Continuing Education and Special Programs (UNI), and the Graduate College (UNI). The conference emerged from the continuing commitment of the University of Northern Iowa to the rural schools of the State of Iowa and the nation. Although we are increasingly an urban society, it is pointed out in the monograph that a substantial number of young people continue to be educated in which can be described as rural schools. The issues faced by these schools in providing quality education for young people are just as unique and frequently as troublesome as the issues faced in urban settings.
